Resource mobilisation in local authorities is set to improve through a partnership between government, the Harare Institute of Technology (HIT) and the European Union.

In a bid to strike the balance between revenue collection and service delivery for local authorities, Harare Institute of Technology has come up with technological solutions which have transformed Mutare City Council as outlined by the institution’s Vice Chancellor Engineer Quinton Kanhukamwe.

Higher education is playing an important role in ensuring local authorities remain responsive to their mandate. We are came up with local data base systems for local authorities. This is a tailor made product for Zimbabwe by Zimbabweans,he said.

European Union Ambassador to Zimbabwe, His Excellency Timo Olkkonen is convinced that building capacity within local authorities is critical in ensuring public management.

Local authorities capacity building in local government is very important in improving public sector management,noted Olkkonen.

The Minister of Local Government and Public Works, Honourable July Moyo said it is imperative for local authorities to strengthen their resource mobilisation strategy to ensure it dovetails with service delivery.

Local authorities are a third tier of government and in resource mobilisation, they are second tier. Without strengthening the resource base to ensure service delivery and if this innovation has done wonders for Mutare, it must happen to all authorities,said Moyo.

Local authorities have been under the spotlight for failure to match service delivery and revenue collection.
